四年。右丞相脫脫領宣政院事。諸寺院主僧請復僧司。且曰為群縣所苦如坐地獄。脫脫曰。若復僧司何異地獄中復置地獄耶。不許。

In the fourth year, Right Grand Councilor Toghto took charge of the Bureau of Tibetan and Buddhist Affairs. The abbots of various monasteries requested the restoration of the Monastic Offices, saying they suffered so much under the myriad counties that it was like sitting in hell. Toghto said: 'If the Monastic Offices are restored, how would that differ from placing another hell inside a hell?' He did not grant it.
