隋文帝。詔周朝廢寺咸與修營。戶口出錢建立經像○煬帝大業五年。詔僧徒無德業者並令罷道。智者弟子大志上表。然臂乞興三寶。詔竟不行。

Emperor Wen of the Sui decreed that all monasteries abolished during the Zhou dynasty be repaired and restored, and that households contribute funds to establish scriptures and statues. In the fifth year of the Daye era of Emperor Yang, an edict ordered that all monks without virtue or learning abandon the path; Dazhi, a disciple of the Wise One [Zhiyi], submitted a memorial and burned his arm, begging for the revitalization of the Three Jewels, and the edict was ultimately not enforced.
