11.48

九月乙卯。詔曰。隋季失御天下分崩。四海塗炭八埏鼎沸。朕屬當戡亂親履兵鋒。亟犯風霜宿于馬上。頃加藥餌猶未痊除。比日以來方遂平復。豈非福善之致耶。京城及天下諸州寺。各度僧五人（時天下寺三千七百餘所。度僧凡一萬七千餘人）。

In the ninth month, on the yimao day, an edict was issued saying: 'At the end of the Sui, rule was lost and the realm fell apart; the four seas suffered distress and the eight borders boiled like a cauldron. When it fell upon me to suppress the turmoil, I personally walked amidst the clash of arms, repeatedly braving wind and frost and sleeping on horseback. Recently, though treatments and medicines have been applied, I had not yet fully recovered; only in recent days have I gradually attained recovery. How could this not be brought about by blessed deeds? Let five monks be ordained in each monastery of the capital and throughout all the prefectures of the realm.' (At that time, there were more than 3,700 monasteries throughout the realm, and a total of more than 17,000 monks were ordained.)
