(7) Bhikṣu 'Phags-pa, Imperial Preceptor of the Great Yuan, set forth the *Karmavācanā Ritual for Leaving the Household and Receiving Full Ordination according to the Mūlasarvāstivāda*. He personally composed the preface, which states: "In the auspicious fortunes of Jambudvīpa, benefiting through the bequest of the four Buddhas, the Tathāgata Śākyamuni has become manifest. When the fifth ruler to govern the world of the Great Yuan, Emperor Xiantian Shudao Renwen Yiwu Daguang Xiao, ascended the throne, endowed by Heaven with fortune and wisdom, he deeply had faith in the inner vehicle and caused the myriad realms everywhere to submit to a single transformation. Though he rules the world by non-action, his supreme governance is boundless; mindful of propagating the Way in China, he works tirelessly in his own person. Desiring that the transmission directly handed down from the Buddha through master and disciple should continue without break to the present day, he took the ritual procedures of the correct precepts for those dedicated practitioners pursuing goodness, so that each and every one may constantly preserve the pure precepts, refine the three karmas, and firmly maintain the four postures. This is truly the sagacious intent of the Holy Sovereign to rectify the Buddhadharma. Long ago, because the Sugata widely expounded for humans and devas the *Prātimokṣa-sūtra* of the Sarvāstivāda, the supreme teaching of the śrāvakas, gathered based on this to cause the unobtained to be obtained, the disciplinary ritual methods and karmavācanā were assembled as a compilation by the master Guṇaprabha. Starting from India, it next reached Tibet. There was the Lord of Dharma and Great Being who penetrated the five sciences, the Sakya Paṇḍita, whose fame was known everywhere. His foremost disciple, Bhikṣu 'Phags-pa, is the Dharma lord of our school, the Imperial Preceptor of the Great Yuan. His virtue and Way are vastly exalted, and his spiritual stage is immeasurable. Conferring this ritual manual to spread in the Central Plains, he commanded the monk of deep meditative contemplation who is thoroughly versed in the Tripiṭaka to explain and expound the authentic text. The translator was skilled in the linguistics of three countries and had unobstructed eloquence: Danyan Sunzhuan, Hanlin Academician Reader-in-Waiting from the realm of the Uyghurs. The master of the Chinese translation was born in the Protectorate-General of Beiting, understood two languages, and possessed fluent discernment in Dharma terms. Together with Qutugh-sali, General Overseer of the Buddhist Sangha for the Various Circuits, and Anzang, Academician of the Hanlin Academy, following the meanings in the words of the various countries, they translated it into a ceremonial text pursuant to imperial decree. The preface was personally composed by the Imperial Preceptor, and Chinese characters were written to arrange and display it. The beginning and end are roughly shown, merely recording the year and month. Prefaced two days after the winter solstice in the seventh year of Zhiyuan, a gengwu year [1270]."
