22.135

帝命帝師云。去佛遙遠僧戒全虧。可選諸路高僧。賜紅黃大衣。傳授薩婆多部大戒。

The Emperor commanded the Imperial Preceptor, saying: "We are far removed from the Buddha, and monastic precepts are completely deficient. Eminent monks should be selected from the various circuits, granted great red and yellow robes, and have the great precepts of the Sarvāstivāda school transmitted to them."
