帝云。菩薩戒本但解法師語者皆得傳受。乃印造一千部。流通散施。普令大地眾生皆奉如來寶戒。
The Emperor said: "Whoever understands the words of the Dharma master may receive transmission of the Bodhisattva Precept text." He then printed one thousand copies, circulating and distributing them broadly so that all sentient beings throughout the earth would uphold the precious precepts of the Tathāgata.
