(12) Dharma Master Daoqie was deeply esteemed by the king of Qin for his strict and rigorous observance of the vinaya. Ever since Master [Kumāra]jīva entered the Pass, monks and nuns numbered in the tens of thousands, and there were many infractions and excesses. The king of Qin was troubled by this and consequently established the office of sanghapradhāna (director of monks). He issued an edict stating: 'The eastward transmission of the Great Dharma has reached its peak at this time. Monks and nuns are steadily increasing, so a guiding authority should be established. We must proclaim and appoint one of far-reaching vision to rescue the collapsing order. Dharma Master [Dao]qie demonstrated scholarly understanding early in life and later became renowned for his virtue; he may serve as the National Sanghapradhāna. Let him be provided with a carriage, clerical staff, a stipend corresponding to the rank of Palace Attendant, and two sheep-drawn carriages with heralds each.' In addition, Sengqian and Chanhui were made yueting (inspectors of the assembly), and Faqin and Huibin were made sangharecord-keepers, with graded official ranks. Soon after, thirty personal bodyguards carrying arms and thirty attendants in plain robes were added.
