The Odes: Initially, Zhou of Yin commanded the Western Earl Chang to govern the southern states. The feudal lords along the Jiang, Han, and Ru rivers built their settlements at Feng. The Western Earl assigned the lands of Zhou and Zhao in the Qi territory as the fiefs of Duke Dan of Zhou and Duke Shi of Zhao. When King Wu pacified all under Heaven, he went on inspection tours, received reports of official duties, and had the odes of the feudal lords recited in order to observe the customs of the people. Finding the moral transformation of the two dukes of Zhou and Zhao especially pure, he entrusted them to the Grand Music Master, dividing them by state as the 'Airs of the States of Zhou South' and 'Airs of the States of Zhao South'. The Duke of Zhou composed music, using them among the local villagers and using them among the states.
