Vinaya: In the second year of Jiaping of the Wei, the Indian śramaṇa Dharmakāla (translated here as Fashi, "Dharma Time") arrived in Luoyang and translated the Saṃghika Prātimokṣa. At that time, bhikṣus merely shaved their hair and did not yet have the Vinaya decorum. Dharmakāla first produced the Prātimokṣa, taking the mind of the precepts as daily practice. At that time, the Western monk Dharmasatya brought the Four-Part Vinaya to Luoyang, and Dharmakāla requested Dharmasatya and others to establish the karmavācanā procedures. The śramaṇa Dharmasatya of the Parthian kingdom arrived, who was also skilled in Vinaya studies, and together they translated one fascicle of the Precept Sūtra. From this, the source was dredged and opened, and the way of the Dharma flourished. The Chinese precept regulations began from this. (Zizhi tonglun jielü yigui)
