二月。周帝詔曰。佛法弘大前古共崇。詎宜隱沈捨而不行。自今應王公下至黎庶。並宜修事知朕意焉（周紀）。

In the second month, the Emperor of the Zhou issued an edict saying: 'The Buddha's Dharma is vast and grand, revered together by antiquity. How should it be hidden, submerged, abandoned, and unpracticed? From now on, from kings and dukes down to the common people, all should cultivate and serve it, knowing our intention.' (Zhou ji).
