(Jihai) In the second month, on the twenty-sixth day, Emperor Xuan of the Zhou issued an edict stating: "The Buddha-Dharma is vast and grand, revered by all ages of antiquity. How could it be proper to sink it into obscurity, set it aside, and not practice it? From this day forward, all from princes and dukes down to the common people should cultivate and serve it, so that they may know our intention." On the twenty-sixth day of the fourth month, he issued another edict stating: "The principles of the teaching are profound, wondrous, and magnificent. Although we have broadly opened the rites of conversion and permitted its cultivation and service, its followers must not shave their hair, lest they deviate from the Great Way. They should follow the model of the bodhisattvas and provisionally wear caps and headbands. The relevant authorities are to draw up ceremonial protocols." Thereupon Ren Daolin and others carefully selected one hundred and twenty former śramaṇas of virtuous conduct, steadfast purity, and outstanding reputation to enter Zhifu Monastery and reside there as abbot-monks as before.
