In the first month of the Sui, the Emperor decreed: "We revere and venerate the holy teachings and bear in mind the spiritual sanctuaries. All monasteries that were abolished during the Zhou Dynasty may be restored." He also decreed: "Loving life and hating killing are the foundation of royal governance. The Buddhist Way has bequeathed teachings that virtuous karma can be relied upon. Endowed with breath and containing consciousness, life alone is precious. All under Heaven should be exhorted and encouraged to unite in heart to protect and preserve it. In the capital and in all monasteries established by officials in the various prefectures, in the first, fifth, and ninth months, the Way is to be regularly practiced in the respective monasteries from the eighth to the fifteenth day. On these days, neither commoners near nor far may kill any living creature whatsoever" (Kaihuang ji). The Emperor also ordered Dharma Master Mingshan to translate scriptural texts and reside at Daxingshan Temple. He also ordered the Śākya Huiyuan to serve as Controller of Śramaṇas of Luozhou (Bianzheng lu, Kaihuang ji).
