辛酉至治元年正月。帝服袞服享太廟曰。歲必親祀終朕之身議赦。帝曰。恩可常施。赦不可屢下。使殺人獲免。死者何辜　二月初建西山佛寺　九月駐蹕興和。左右以寒請還。上曰。兵以牛馬為重。民以稼穡為本。蓋欲馬得蒭牧民得刈穫。何計乎寒。

In the xinyou year, the first year of the Zhizhi reign era, in the first month, the Emperor wore imperial ceremonial robes and performed sacrifices at the Imperial Ancestral Temple, saying: "Every year I must offer sacrifices in person to the end of my life." When an amnesty was discussed, the Emperor said: "Bounty may be constantly bestowed, but amnesties must not be repeatedly issued. If murderers are granted release, what wrong did the slain commit?" In the second month, the Buddhist temple on the Western Hills was first constructed. In the ninth month, the imperial entourage halted at Xinghe. The attendants, citing the cold, asked to return. The Emperor said: "The army values cattle and horses most dearly, and the people hold agriculture as fundamental. It is so that the horses may obtain pasture and the people may gather their harvest; how can one care about the cold?"
