壬戌洪武十五年。前太子正字晉。府長史桂彥良入朝。獻萬世太平治要十三事。上嘉納之　三月初六日。曹國公欽奉聖旨。天下僧道的田土法不許買。僧窮寺窮。常住田土法不許賣。如有似此之人。籍沒家產欽此　四月二十二日准吏部咨。除授各僧道錄司咨。本部知會　僧錄司　左善世戒資　右善世宗泐　左闡教智輝　右闡教仲羲　左講經玘太樸　右講經仁一初　左覺義來復　右覺義宗鬯。

In the fifteenth year of Hongwu, renxu [1382], Gui Yanliang, former Exactor of the Heir Apparent and Administrator of the Princely Establishment of Jin, entered the court and presented thirteen matters on the Essentials of Governance for Myriad Generations of Great Peace. The Emperor commended and accepted them. On the sixth day of the third month, the Duke of Cao received the imperial decree: "By law, the lands of monks and Daoists throughout the realm may not be bought. Monks may be poor and temples may be poor, but by law the lands of permanent monastic property may not be sold. If anyone acts like this, their family property shall be confiscated. Respect this." On the twenty-second day of the fourth month, a communication from the Ministry of Personnel was approved, reporting appointments to the Central Buddhist and Daoist Registries for the notice of this Ministry: Central Buddhist Registry: Left Exalter of the World Jiezi, Right Exalter of the World Zongle, Left Clarifier of the Teaching Zhihui, Right Clarifier of the Teaching Zhongxi, Left Expositor of the Sūtras Qi Taipu, Right Expositor of the Sūtras Ren Yichu, Left Awakener of Righteousness Laifu, Right Awakener of Righteousness Zongchang.
