2.105

一在京在外僧道衙門。專一簡束僧道。務要恪守戒律闡揚教法。如有違犯清規不守戒律。及自相爭訟者。聽從究治。有司不許干預。如犯姦盜非為。但與軍民相涉。在京申禮部酌審情。重者送問。在外即聽有司斷理。

First: The Buddhist and Daoist offices in the capital and outside are exclusively responsible for disciplining monks and Daoists, ensuring they scrupulously observe the monastic precepts and propagate the teachings. If there are any violations of pure rules, failures to observe precepts, or internal disputes and litigation, they are subject to their investigation and punishment; civil authorities are not permitted to interfere. If they commit fornication, theft, or wrongful acts that involve soldiers or commoners, in the capital this shall be submitted to the Ministry of Rites for deliberation: serious cases shall be sent for interrogation, while outside the capital, they shall be judged and handled by the local authorities.
