On the twenty-first day of the fifth month, the Ministry of Rites observed: "The establishment of Buddhist monasteries has through successive dynasties been divided into three classes: Chan, Lecture, and Teaching. Chan does not establish words; only one who sees into the nature belongs to the fundamental school. Those of the Lecture class must clarify the purports and meanings of the various sūtras. Those of the Teaching class expound the Buddha's methods of benefiting and aiding, dissipating all currently created karma, cleansing the deceased of transgressions committed in past lives, in order to instruct worldly people. On the twentieth day of this month, officials of this Ministry respectfully received an imperial decree: 'We now appoint the monk Xingguo as Left Clarifier of the Teaching, and Rujin as Right Awakener of Righteousness, to proceed to Nengren Monastery and establish an assembly place for responding to offerings. All monks of responding monasteries of all sizes within and outside the capital are permitted to enter Nengren Monastery, reside together, recite scriptures, and perform all Buddhist rituals. If anyone, without going through this, creates separate titles and privately performs Buddhist rituals, the officials of Nengren Monastery shall immediately prosecute their offense. As for those from distant lands wandering like clouds to recite scriptures and collect alms, or commoners who personally wish to employ them, they are not bound by this restriction.' Respect this. A proclamation is posted to inform all, and monks of responding monasteries shall respectfully obey and carry it out."
