祐定以方等固知三寶常住。常住之法理無興滅。興滅之來乃世緣業耳。晨離西隱不害千光之恒明也。

Sengyou determines: Taking the vaipulya [teachings], one firmly knows that the Three Jewels are eternally abiding. The principle of an eternally abiding Dharma admits of neither flourishing nor extinction. The coming of flourishing and extinction is merely due to worldly conditions and karma. That the morning sun sinks into the west does not impair the constant brightness of its thousand rays.
