僧祐定以方等深密。因知三寶常住。常住之法理無興滅。興滅之來乃隨世緣業耳。晨離西隱不害千光之恒明也。

Sengyou settled this by means of the profound and esoteric [teachings of the] Vaipulya [sūtras], thereby knowing that the Three Jewels are eternally abiding. The principle of the eternally abiding Dharma admits of neither flourishing nor extinction; that flourishing and extinction appear is simply in accordance with worldly conditions and karma. The sun rising in the dawn and disappearing into the west does not impair the constant radiance of its thousand rays.
