From the time Kumārajīva entered Guanzhong, monks from afar gathered again. Because the monks and nuns were numerous, some committed offenses and lapses. Yao Xing said, "Those monks who are still learners have not yet attained the stage of enduring hardship; how could they be without fault? If faults are not prosecuted, faults will multiply. A leader of the saṅgha ought to be established to purify their great expectations." He then issued a decree stating: "The great Dharma has migrated eastward and is flourishing today as never before. The monks and nuns are already numerous, so they require a leader to declare and confer far-reaching regulations to remedy their declining discipline. Dharma Master Sengqi was superior in learning in his youth and has fragrant virtue in his twilight years; he may serve as leader of the saṅgha within the realm. Dharma Master Sengqian, who cultivates both dhyāna and wisdom, shall serve as rector. Faqin and Huibin shall jointly take charge of the saṅgha register. They are to be provided with carriages and administrative staff."
