There was a śramaṇa named Mingquan, whose origins are unknown. His renunciation and studies all took place at the Foshouji Temple. He was particularly proficient in the vinaya and also well versed in the sūtras and treatises. In the first year of the Tiancewansui era [695], an imperial decree commanded the revision and establishment of a canonical catalogue. Quan took special charge of compiling the records, organizing the sequences, and resolving doubts, further consulting and collaborating with more than twenty eminent translation masters to verify and correct it; it was entitled The Great Zhou Scripture Catalogue. Zhisheng said: ‘Although termed a revised catalogue, it contains a great deal of redundancy and disorder. Circulating in vain, it is truly difficult to rely upon.’ This catalogue placed branch scriptures and separate chapters together in an unsystematic and disorderly fashion, which led to its dismissal by Master Sheng.
