奏曰。結戒隨事得罪據心。肉體因害食之即罪。酒性非損過由弊神。餘處生過。過生由酒。斷酒即除。所以遮制不同。非謂酒體是罪。

[Dao]lin presented a memorial, saying: "The formulation of precepts accords with circumstances; the incurring of guilt is based on the mind. The substance of meat stems from killing; eating it immediately incurs guilt. The nature of alcohol is not harmful, but its fault arises from clouding the spirit. Transgressions arise elsewhere, yet the arising of transgressions stems from alcohol; by cutting off alcohol they are eliminated. Therefore, preventive prohibitions vary; it is not that the substance of alcohol is itself a sin."
