Furthermore, non-Buddhists unite in harmony with those who share their teachings, and severely discipline those who deviate from them; their orders are carried out and their prohibitions observed, without anyone failing to comply. Nowadays, some who have left the household become teachers or monastery officers, yet they breach the prohibition against alcohol themselves and devour fish and meat, so that they can no longer administer instructions and precepts. As soon as they try to speak, others mock them, saying, 'The teacher acted likewise just now; the monastery officers act likewise.' Harboring internal heat, they silently bow their heads, blushing and sweating, unable to speak any further. Having flaws in themselves, they cannot subdue others, and simply let matters rest as they are. Therefore, those in the monastery become disobedient, and those receiving instruction become lax. This is the eighth way they fall short of non-Buddhists.
