問法師既是大律師。為眾開導。今日大眾取判法師。不得言齊此。齊此亦不得住。不齊此亦不得住。只問此是優波離律不。答是。

[The Emperor] asked: "The Dharma master is a great Vinaya master who guides the assembly. Today the great assembly relies on the Dharma master for judgment; you cannot say it extends precisely to this point. Saying it extends precisely to this point cannot stand; saying it does not extend to this point also cannot stand. I only ask: is this Upāli's Vinaya or not?" [Sengbian] replied: "It is."
