26.94

問若言接近教。近教亦不明食肉。且涅槃前迦葉已持修行不食肉。法律若異此。則非優波離律。是異部家律。云何用此講說以化群僧。僧辯不復奉答。

[The Emperor] asked: "If you say it follows the provisional teaching, the provisional teaching also does not clearly permit the eating of meat. Moreover, before the nirvāṇa, Kāśyapa had already maintained the practice of not eating meat. If the Dharma and Vinaya differed from this, then it would not be Upāli's Vinaya, but the Vinaya of a sectarian school. Why use this to lecture and transform the multitude of monks?" Sengbian did not reply further.
