問佛說經時有所制約。便集以為律。何處方復牽律。若經皆牽律。是則說經應在律後。答只言經中有明戒處。愚謂應相關涉。

[The Emperor] asked: "When the Buddha preached the sūtras, where there were regulations, they were compiled into the Vinaya. From where, then, could they draw upon the Vinaya? If the sūtras all drew upon the Vinaya, then the preaching of the sūtras should have been after the Vinaya." [Baodu] replied: "I merely say that where the sūtras clarify precepts, in my foolish opinion they ought to be interrelated."
