若有衣裘服翫鮮華充備。又有尺布不全垢膩臭雜。是以勸獎令施衣服及以室宇。若見甘味珍羞連几重案。又有藜藿不充困於水菜。所以勸獎令施飲食。

If there are those whose robes, furs, garments, and valuables are fresh, splendid, and abundantly provided, while there are also those who lack even a full cubit of cloth, foul, greasy, and smelling of grime, one therefore encourages and exhorts them to give clothing and dwellings. If one sees delicious flavors and rare delicacies spread across multiple tables and piled upon platters, while there are also those who do not have enough goosefoot and amaranth, distressed by a diet of wild weeds and water, one therefore encourages and exhorts them to give food and drink.
