I venture to reflect that the subtle spirit is fathomless, yet the principle of stimulus and response pervades completely. Cause and effect sustain each other; the functioning of capacity and resonance never fails. Therefore, when the initial resolve is first brought forth, it shakes the palace of Pāpīyān; when a single thought reaches [its mark], the site of the place of enlightenment is within a foot's measure. Though gathering sand provides but little [virtue], it is truly the overturning of a single basketful of earth upon Mount Gṛdhrakūṭa; though a water drop is minute, it becomes the headspring flowing into the dharma-ocean. Through conditions planted in past lives, this disciple has succeeded to the treasured mandate to rule over the realm and bring peace and relief to the multitude. Yet Our moral transformation has not been broad, and punishments have not ceased. If there is guilt in the myriad regions, the fault truly rests on Us; if the common people are in want, it adds to Our defilements. From morning to night We tremble in fear, as if overlooking a deep abyss. Therefore We turn Our heart to the Omniscient One, earnestly hoping for his compassionate pity. Within the whole realm We reverently establish supreme conditions: each prefecture is to invite monks to practise the Way for seven days, and furthermore a total of one thousand people are to be ordained to leave the household life. May this merit be dedicated to all beings, reaching upward to Bhavāgra and downward to the Avīci Hell, including fluttering and squirming creatures that possess consciousness. May their beginningless evil karma and defilements of this life all be purified through these good conditions. May enemies and kin in the three paths, the hells, and the six destinies attain bodhi together and become Buddhas at the same time.
