7.28

又云。請有德貧人免丁輸課。無行富僧輸課免丁。富僧輸課免丁。則諸僧必望停課爭斷慳貪。貧人免丁則眾人必望免丁競修忠孝。此則興佛法而安國家。實非滅三寶而危百姓也。有十五條。總是事意。勸行平等非滅佛法。勸不平等是滅佛法。

He also stated: 'I request that virtuous poor people be exempted from corvée and pay taxes, and that conductless wealthy monks pay taxes and be exempted from corvée. If wealthy monks pay taxes and are exempted from corvée, then all monks will surely hope to halt taxes and strive to sever stinginess and greed. If poor people are exempted from corvée, then the multitudes will surely hope to be exempted from corvée and compete to cultivate loyalty and filial piety. This would cause the Buddha-Dharma to flourish and bring peace to the state, and is truly not abolishing the triratna and imperiling the common people.' There were fifteen articles, all of this import, urging the practice of equality and not the abolition of the Buddha-Dharma; urging inequality would be the abolition of the Buddha-Dharma:
