勸行大乘　勸念貧窮　勸捨慳貪　勸人發露　勸益國民　勸獠為民　勸人和合　勸恩愛會　勸立市利　勸行敬養　勸寺無軍人　勸立無貪三藏　勸少立三藏　勸立僧訓僧　勸敬大乘誡

Urging the practice of the Mahāyāna; urging mindfulness of the poor and destitute; urging the renunciation of stinginess and greed; urging people to confess and reveal faults; urging benefit to the state and people; urging the Liao barbarians to become civilized subjects; urging people to live in harmony; urging the reunion of loved ones; urging the establishment of commercial markets; urging the practice of reverence and support; urging that monasteries have no soldiers; urging the establishment of a Tripiṭaka devoid of greed; urging the establishment of fewer Tripiṭakas; urging the appointment of monks to discipline monks; urging reverence for the Mahāyāna precepts.
