The Emperor and Empress constructed a stupa with joined foundations at the Fajie Convent in the capital to repay their past vows, and beneath it they enshrined relics. On a late autumn night in the fifteenth year of Kaihuang, a divine light arose from the base and circled clockwise around the dew-basin, blazing like the flame of a smelting furnace; within a ten-day period, it occurred four times in this manner. On the thirteenth day of the sixth month of the first year of Renshou, the Emperor was staying at Renshou Hall in the Renshou Palace; this was originally the day of his birth. Year after year on this day, with profound devotion and perpetual mindfulness, he cultivated merit and wholesome deeds to posthumously repay the kindness of his parents. Therefore, he welcomed eminent, virtuous śramaṇas to discuss the supreme Way, intending to select thirty high, bright, pure, and quiet locations across the prefectures of the realm to erect relic stupas at each.
