四啟　侍中祭酒臣嗣之言。重奉詔。自有內外兼弘者。聖旨淵通道冠百王。伏讀仰歎非愚淺所逮。尊主祇法臣下之節。是以拳拳頻執所守。明詔超邈遠略常均。臣暗短不達。追用愧悚。輒奉詔付外宣攝遵承。謹啟。永始元年十二月二十四日上。

Fourth Memorial: Palace Attendant and Libationer, your subject Sizhi, says: We have repeatedly received the edict, stating: 'There are naturally those who promote both the inner and outer together.' The sacred intention is profound and pervasive; your Way crowns the hundred kings. Reading it prostrate, looking up with sighs of admiration, it is beyond what our foolish shallowness can grasp. Revering the sovereign and respecting the law are the duties of subjects; therefore we earnestly and repeatedly maintained what we guarded. The enlightened edict is transcendent and far-reaching, its grand strategy surpassing ordinary balance. Your subject was blind, narrow, and uncomprehending; looking back, I am filled with shame and apprehension. I shall immediately uphold the edict, transmit it to external authorities to announce, direct, and comply with. Respectfully submitted.
