Emperor Wenxuan, the High Ancestor of the Northern Qi (taboo name Yang): He descended with the numinous spirit of approaching the sun and shed the auspicious blessing of gazing at the clouds. The Yellow River Chart bore characters, verifying the auspicious tallies of imperial destiny; winds were observed beyond the seas, acknowledging that a sage resided in the Central Kingdom. The Nine Shepherds came with tributes, and the hundred spirits were all arranged in sacrifice. He valued the Dao, esteemed virtue, hid his functions, and manifested benevolence. Whether emerging into public service or remaining in retirement, he was beyond the measure of small integrity; at times wise, at times seemingly simple, he was appraised by great men. As for broadly propagating the semblant Dharma and adorning the golden ground, whether capacities came shallow or deep, all converged at the gate of nirvāṇa; whether lands were pure or defiled, all became equal to the color of lapis lazuli. As for subduing arrogance, it surpassed the Battle of the Dan River; revulsion and departure from bondages differed from the ritual of Zhaohua. Thus, modeling himself on Śākyamuni, he crushed the hosts of Pāpīyan; taking the Awakened One as his standard, he made light of the honor of a wheel-turning king. He was truly one of great expedients who responded to beings and benefited living beings through broad vows. At the beginning of the Tianbao era, he invited Meditation Master Chou and received the bodhisattva precepts. Thereupon, he also cut off meat, prohibited wine, released falcons and hawks, and abolished official fishing nets. Furthermore, he forbade slaughter throughout the realm, and encouraged the people to keep the fasting precepts during the six fasting days of each month and the three long months of each year. Pungent vegetables in all official gardens and the public and private quarters of the six administrative wards were completely eradicated; those from outside were not allowed to enter. He extensively erected temples and pagodas, and ordained monks and nuns across the prefectures. Furthermore, he appointed the Controller of the Clergy, Master Fashang, as precept master, and frequently spread his own hair upon the ground for the master to tread upon. In the second year of the Tianbao era, he issued an edict stating: 'Respectfully contemplating the compassionate radiance that pacified and tranquilized the four seas, in wishing to repay this virtue, we rely upon the Rightly Awakened One. All birds of prey and creatures that harm life should be released into the mountains and forests. Let this ground be used to construct a precious pagoda for the Grand Empress Dowager, and let the Department of Falconers be abolished to establish Baode Temple.' Monks and nuns ordained numbered over eight thousand. In ten years, the Buddha-Dharma flourished greatly.
