Imperial Edict to the Chancellery: The Great Sūtra says that there are ninety-six kinds of paths, and only the single path of the Buddha is the correct path; the remaining ninety-five kinds are all heterodox paths. I renounce heterodox paths to serve the Tathāgata. If there are ministers and officials who can join this vow, each may generate the bodhicitta. Although Laozi, the Duke of Zhou, Confucius, and others were disciples of the Tathāgata, their teachings are already heterodox, being merely mundane good that cannot transcend the ordinary to attain sagehood. Ministers, the hundred officials, lords, kings, and imperial clansmen should turn away from falsehood and approach truth, abandon heterodoxy and enter correctness. The scriptural teachings of the *Tattvasiddhi-śāstra* state: If one's mind serving heterodox paths is heavy and one's mind toward the Buddha-Dharma is light, that is wrong views. If the mind is impartial, it is indeterminate (avyākṛta), belonging neither to good nor evil. One whose mind serving the Buddha is strong and whose mind toward Laozi is slight is indeed a 'pure believer'. 'Pure' means being clean both within and without, with all defilements, impurities, delusions, and entanglements exhausted. 'Faith' means believing in the correct and not the heterodox. Therefore, one is called a 'pure and faithful Buddhist disciple'. All other forms of goodness are wrong views and cannot be called 'pure faith'. Let the Chancellery swiftly execute this.
