At that time, the Emperor, together with twenty thousand monastics and laypeople, at the double-tiered pavilion of the Chongyun Hall, personally wrote this text and generated the bodhicitta. On the eleventh day of the fourth month, he further issued an imperial order: 'To the Chancellery: The great sūtras explain that there are ninety-six kinds of ways, of which only the single Way of the Buddha is the correct Way; the remaining ninety-five kinds are called heterodox ways. We renounce the heterodox and outer to serve the correct and inner, the Buddhas and Tathāgatas. If there are dukes and ministers who are able to join this vow, each may generate the bodhicitta. Although Laozi, the Duke of Zhou, Confucius, and others were disciples of the Tathāgata, their converting traces were already heterodox; they are merely worldly goodness and cannot transform an ordinary person into a sage. Let the dukes, ministers, hundred officials, princes, and royal kin turn from the spurious toward the true, renouncing the heterodox to enter the correct. Therefore the scriptural teaching of the *Tattvasiddhi-śāstra* states: "If one’s heart in serving external ways is heavy and one’s heart toward the Buddha-Dharma is light, this is wrong view. If one’s heart toward both is equal, it is indeterminate nature, belonging neither to good nor evil. If one’s heart in serving the Buddha is strong and one’s heart toward Laozi is weak, then one is a pure believer." As for "pure believer" (upāsaka): "pure" means pure both inside and out, with defilements, afflictions, and bondages completely ended; "believer" means believing in the correct and not believing in the heterodox. Hence one is called a "pure believer," a disciple of the Buddha. All other kinds of belief are wrong views, and cannot be called "pure belief." Let the Chancellery swiftly execute this.'
