莫不使人御善慶以達無為（莫無也。御進也。結上文數句。若依此而行之。則無非使人進善夢。而通達無為自然之道也）。

There is none who does not cause people to advance in wholesome blessings so as to reach non-action, (['None':] mo means none. Yu means to advance. Concluding the preceding sentences: if one acts according to this, it will unfailingly cause people to advance in good fortune and thoroughly penetrate the spontaneous Way of non-action.)
