且文命出西羌而聖哲（尚書。文命敷於四海。禹王德號也。西羌者今戎州界乃夷人也）。

Moreover, Wenming came forth from the Western Qiang and yet was a sage. (The *Shangshu* states: 'Wenming was diffused to the four seas.' This is the virtuous designation of King Yu. The Western Qiang is the present-day territory of Rongzhou, who are barbarians.)
