3.63

The communication states: Having received the imperial edict, within the monasteries and nunneries of the capital and throughout the empire, select in each a superior place to establish a compound of the Great Sage Mañjuśrī Bodhisattva. Furthermore, let the senior officials of each respective prefecture and superior prefecture take charge of repairing them, and upon completing the sculpting, decorating, and painting of the Mañjuśrī statues, submit drawings of their forms in a memorial to the throne; they must not construct separate compounds outside the monasteries. Let this communication be executed in accordance with the imperial edict upon its arrival. Thus communicated.
