The śramaṇa Amoghavajra states: I respectfully observe that on the sixteenth day of this month, a special imperial edict was issued ordering that within the monasteries of monks and nuns in the capital and throughout the realm, an auspicious site be selected in each to establish a cloister of the Great Holy Mañjuśrī Bodhisattva, and that plain images of Mañjuśrī be made and adorned with paints. Amoghavajra has heard that only the sage institutes laws whose virtue moves Heaven, and whose moistening grace nourishes living beings, suspended like the sun and moon. Amoghavajra is truly joyful and grateful, exultant and leaping with joy. I respectfully reflect that Your Majesty has unfolded the profound creation of the Dharma King and opened an extraordinary field of merit, erecting the true countenance of Mañjuśrī so that the whole world may look up to it in reverence. For the monastic community, the glory and good fortune are especially deep. Furthermore, the Holy Mañjuśrī is the ancestral master of all Buddhas; through his great compassionate vow, he does not take ultimate awakening, and his guidance into the Great Vehicle brings unending benefit and bliss. In the past, Śākyamuni Tathāgata gave a prophetic prediction in advance that the canonical words of the One Vehicle would flourish in China, and that there would certainly be a supremely sagacious sovereign who would govern the realm through the Great Vehicle. For over eight hundred years, there have been many successive emperors and sages, yet truly none have equaled Your Majesty! How fortunate is Amoghavajra to have been born into this sagacious court, to practice the Great Vehicle, and to serve Mañjuśrī Bodhisattva, constantly reciting this holy one's mantras specially on behalf of the state! Frequently receiving protective mindfulness, the imperial grace and virtue grow ever deeper; contemplating it day and night, I have no ladder by which to requite it. Unexpectedly, heavenly kindness has suddenly extended everywhere; shedding tears of long-held sincerity, forgetting sleep and food, I am overcome with joy and sorrow, and cannot bear my utmost gratitude. Respectfully, through the Palace Commissioner Yang Guizhen, I present this memorial to offer congratulations and bring it to your hearing. The śramaṇa Amoghavajra, truly joyful and delighted, respectfully speaks.
