According to Vinaya Master Daoxuan's Record of Sympathetic Resonance: A deva answered the Vinaya Master, saying: 'Thirteen years after the Tathāgata first attained enlightenment, he was in the Jetavana vihāra. At that time, the Great Brahmā King invited the Buddha to turn the wheel of the Dharma. The Buddhas of hundreds of billions of lands in the ten directions all gathered like clouds. Within the great trichiliocosm, bodhisattvas, śrāvakas, and the eight classes of dragons and spirits also gathered at Jetavana. At that time, Śakra Devendra addressed the Buddha, saying: "World-Honoured One, I see that the Great Brahmā King has invited the Buddha to turn the wheel of the Dharma. Now I wish to wash the Buddha's body; I humbly pray you grant permission." The Buddha then granted permission. Immediately, with a temporary hall of the seven treasures and fragrant water, he wished to wash the Buddha's body. The Buddha told Ānanda, "Go to the stūpa west of the vajra throne by the Bodhi tree, and fetch my seven-treasure razor and the vajra bathing basin. I wish to shave my hair." Ānanda obeyed the command, took them, and came to the World-Honoured One's presence. Once the Buddha received the razor, he widely addressed the great assembly: "Since I attained enlightenment, I have never spoken to you of the causes and conditions of this razor. Listen attentively now. When I first leaped over the city wall and left, having gone about sixty li from my father's palace, Channa said to me: 'I am now somewhat fatigued; I pray we rest a little.' Hearing this, I stopped. At the place of rest, there was a great dragon pool, forty li in circumference. The pool abounded in five-coloured lotus blossoms, and flowering trees on all four sides brought delight to people. I went to the pool's water to take water and wash my face. Suddenly, two youths came to my presence. They asked where I was going. I answered that it was to seek bodhi. Those youths said: 'I am the dragon king of this pool. I have my own books and Vedic scriptures, which record that in this Bhadrakalpa one thousand Buddhas will appear. In this dragon body, I have passed through ten mahākalpas, repeatedly seeing the World-Honoured Ones attain enlightenment and enter nirvāṇa. When Krakucchanda Buddha entered nirvāṇa, he brought a yellow vajra basin-casket containing a razor. From the three Buddhas of the Bhadrakalpa onward, the razor and the gold basin have been passed down from one to another. Now I wish to invite you, benevolent one, into my palace to present slight offerings; I wonder if you would permit it.' I immediately followed and went to the palace to receive the offerings, and he also took the seven-treasure knife to offer to me. The dragon then said to me: 'You are now cultivating the Way, and there will be many demonic disturbances. When you wish to contemplate, always hold this knife and place it upon your right knee. This knife will emit light pervading your body, transforming into [a radiance of] thousands and tens of thousands of zhang. From the knife's light, a canopy will appear to cover your body. Above this knife-canopy, there will be hundreds of thousands of mighty warriors, each holding his knife. If anything threatens from without, Māra, upon seeing them, will be terrified and will not produce evil thoughts. Wait until you attain enlightenment and wish to shave your beard and hair; I will take the vajra basin and come to you myself.' When I first attained enlightenment, I entered the river to bathe. That dragon held the basin and came to my side." The Buddha told King Brahmā, "Take the precious knife and ascend to the Brahmā palace." And he told the earth spirit Dṛḍhā and others, "From the vajra perimeter, construct a vajra platform seven thousand yojanas high, and let the Tathāgata sit upon it." He also told the dragon king Sāgara, "You should transform your body into eighty-four thousand golden dragon statues, their heads made of the seven treasures, their bodies made of yellow gold. From beneath Mount Sumeru, let the waters of eight virtues come to consecrate the crown of the World-Honoured One's head." He also told the heavenly Māra, "Wash the World-Honoured One's hair." He ordered Śakra Devendra, "Hold the vajra basin to receive the World-Honoured One's hair." The King of the Nirmāṇarati Heaven transformed into a white silver parasol to shade and cover the Tathāgata's crown. The Buddhas of the ten directions all came to my presence, each sitting upon a vajra platform and holding a seven-treasure knife. The Buddhas of the ten directions, with golden hands, each stroked the crown of my head. Having received the stroking of the crown, I attained hundreds of thousands of samādhis. The arrived World-Honoured Ones told the Brahmā King, "You may take the knife and shave the Tathāgata's hair." At that time, the Great Brahmā King held the knife and wished to shave it, but he could not see the crown of the Tathāgata's head. Searching upward to the Akaniṣṭha Heaven, he still could not see the crown. The Buddha told the Brahmā King, "I see that the past Buddhas all shaved their own hair. No worldly person or sage can see the crown of my head." After I shaved my hair myself, the beard and hair were entirely gone, except for two whiskers, which did not fall away even though shaved. Having shaved, I entered the river to bathe. At that time, all the Brahmās, Śakras, dragon kings, and others vied with one another to seize my hair. The Buddha told the great assembly, "You may give it to Brahmā, Śakra, Māra, the dragons, and others; give each a small portion of the beard and hair. Further, take the beard and hair and give them to King Śuddhodana." The Buddhas of the ten directions again addressed me, saying: "This Brahmā King is your great dānapati. You should manifest the mark of the crown for him, and let him hold the knife to shave your beard and hair again." Hearing these words, I then manifested the mark of the crown for him. When I took this knife and bestowed it upon the Brahmā King, the great earth shook in six ways because of it, and the knife emitted a great light illuminating hundreds of billions of Buddha-lands. Although I manifested my crown, it still extended upward to the summit of the form realm. At that time, the Brahmā King then ascended to Akaniṣṭha and first shaved my hair, and afterwards shaved my two whiskers. After the whiskers fell, they emitted a great light, descending to Jambudvīpa, where they transformed into two jewel stūpas reaching up to Akaniṣṭha, complete with all adornments. Since I became a Buddha, these stūpas were the earliest. The Buddhas of the ten directions simultaneously addressed me, saying: "Entrust these two whisker stūpas to the Brahmā King, and have him guard them. Have the earth spirit Dṛḍhā construct a small vajra stūpa to hold the razor and this gold basin." I see that when the past Buddhas first attained true enlightenment, they all initially crossed over five persons; all held this precious knife and shaved their hair with their own hands. Although they shaved with the knife, the knife did not touch the hair, and upon chanting "Welcome!" the beard and hair fell away on their own. World-Honoured One, now that you have attained enlightenment, you may hold this knife and go to the Deer Park, just as the past Buddhas crossed over the five persons. Following their words, I immediately went to the Deer Park. I shaved the five Kauṇḍinyas. From then on, I summoned all with "Welcome!" followed later by karmavācanā. He again told Subhūti, "Come forth from the ordination platform. The fire illuminates hundreds of billions of Buddhas, and my emanated Buddhas all gather at the ordination platform." When Subhūti, obeying the command, had gathered them, the Tathāgata came from the lecture hall holding the razor in his hand, Ānanda holding the gold basin, and with the great assembly of humans and devas came to the ordination platform. Having circumambulated it three times, he ascended the platform from the north side. He told the Great Brahmā King, "You provide the craftsmen and heavenly gold and iron; I shall fashion razors." He also told the spirit Dṛḍhā, "Provide me with vajra; I wish to build small stūpas to hold these precious knives." He also told the dragon king Sāgara, "Your dragon craftsmen are the most skillful; you can fashion precious knife caskets for me." The devas, humans, and others made offerings according to his words. Through the Tathāgata's divine power, in the time of a single meal, all three kinds were completed. The razors that were fashioned numbered eighty-four thousand sets, which were placed inside caskets and deposited within vajra stūpas. He also told the Buddhas of the ten directions each to bestow knife stūpas. The number of knife stūpas was eighty billion, all entrusted to Mañjuśrī and Samantabhadra. "After my nirvāṇa, take all the bestowed stūpas and distribute them throughout the eighty billion great kingdoms of the great trichiliocosm, placing one stūpa in each kingdom. All those in Jambudvīpa who possess the eighty-four thousand gates of afflictions will all hope to gain liberation, and be enabled to leave household life and be delivered from birth and death. The various benefits cannot be fully described." The Buddha told Mañjuśrī, "After this year has passed, you shall take my knife stūpa to the Diamond Cave on Mount Qingliang in Cīnasthāna and enshrine it there." The Buddha told Ānanda, "Go to my father the king's palace, retrieve my hair, and come give it to Śakra." After Ānanda obeyed the command and gave it to him, the Buddha asked Śakra, "Taking my hair, how many stūpas do you wish to build?" Śakra addressed the Buddha, saying: "According to the Tathāgata's hair, for each curl of hair I will build one stūpa." The Buddha told the dragon king to make agate vases and yellow gold caskets, and bring them to Śakra to hold the curls of hair. At that time, Śakra employed heavenly craftsmen, and only after three times seven days could it be completed. Due to the Tathāgata's divine power, in the time of a single meal, the hair stūpas were all completed. The grand total was two hundred and sixty thousand. The Buddha told the Heavenly Emperor, "Retain three hundred stūpas to guard in the heavens. As for the remaining stūpas, after my nirvāṇa, take eighty-four thousand hair stūpas and entrust them to Mañjuśrī, to circulate and bring benefit to the places in Jambudvīpa where my Dharma is practiced, such as the aforementioned countries." Furthermore, the Buddha told Ānanda, "Go to my father the king and retrieve my whiskers, sixty-four strands in all. The two strands of whiskers have already been bestowed upon the Brahmā King; bring all the rest. I wish to build stūpas." Ānanda obeyed the command, retrieved them, and presented them to the World-Honoured One. The Buddha told the rākṣasas, "I bestow upon you two whiskers. You must fashion seven-treasure caskets and build sandalwood stūpas to house the whiskers and make offerings to them. Through the mighty power of the whiskers, you will obtain all manner of food and drink." The rākṣasas addressed the Buddha, saying: "Receiving the grace of the bestowed whiskers and being ordered to build precious stūpas, we wonder how high they should be?" The Buddha told the rākṣasas, "They should be forty yojanas high. For the remaining sixty whiskers, you should also fashion caskets and stūpas accordingly; they should be about three zhang high." The rākṣasas obeyed the command to build the stūpas and were all greatly rejoiced. He also told the rākṣasas, "Guard them well; do not let non-Buddhists, evil people, māras, ghosts, or venomous dragons wrongfully damage my stūpas. These stūpas are the root of your life. Because you protect the stūpas, your food and drink will always be abundant. Three times every year, these stūpas will emit light illuminating your bodies. Through the mighty power of the light, non-glutinous grain, rock honey, fruits, vegetables, and the like will constantly rain down, and all your needs will be fulfilled. If you harbor evil thoughts, the light will not appear, and your food and drink will naturally vanish. If you see this bad omen, you should lead all the rākṣasas to come to the stūpa site and deeply regret and blame yourselves; the stūpas will again emit light, and food and drink will again be sufficient." As for these whisker stūpas, when the World-Honoured One was about to enter nirvāṇa, the sixty whisker stūpas were entrusted to Bodhisattva Anabhilāpya, ordering him to add protection to them, so that evil kings would not damage them. In the sixty great kingdoms of Jambudvīpa where there is writing, one stūpa is to be placed in each kingdom, and the earth spirit Dṛḍhā is to use vajra to build stūpas about three zhang high to contain the whisker caskets. Famous mountains are to be selected in the aforementioned sixty kingdoms, and niches chiseled into the rock to place them inside the niches. The doors of the niches are to be securely sealed, so that evil kings of later times will not open and damage them, preventing them from enduring long.'
