17.64

又華嚴經云。譬如金翅鳥王飛行虛空安住虛空。以清淨眼觀察大海龍王宮殿。奮勇猛力以左右翅。博開海水悉令兩闢。知龍男女有命盡者而撮取之。如來應供等正覺金翅鳥王亦復如是。安住無礙虛空之中。以清淨眼觀察法界諸宮殿中一切眾生若有善根已成熟者。奮勇猛十力。止觀兩翅博開生死大愛海水。隨其應出生死海。除滅一切妄想顛倒。安立如來無礙之行。

Moreover, the Avataṃsaka-sūtra says: Just as the king of garuḍas flies through empty space, abides in empty space, and with pure eyes observes the palaces of the dragon kings in the great ocean; then, exerting vigorous strength with its left and right wings, strikes open the ocean water, parting it in two; and knowing which male or female dragons have reached the end of their lives, seizes them—the Tathāgata, Arhat, Samyaksambuddha, the king of garuḍas, is also like this. Abiding in unhindered empty space, with pure eyes he observes all sentient beings in the various palaces of the dharmadhātu, to see if any have wholesome roots that have matured; exerting the vigorous ten powers and the two wings of śamatha and vipaśyanā, he strikes open the ocean water of the great craving of birth and death, extracts them from the ocean of birth and death according to how they should be delivered, eliminates all false thinking and inversions, and establishes them in the Tathāgata's unhindered conduct.
