24.32

又諸法勇王經云。閻浮提中所有水陸空行眾生盡得人身。若有一人教是諸人令其安住五戒十善。所得功德。不如有人教誨一人令得信行。

Furthermore, the Sarvadharmavajramalla-sūtra says: If all beings of water, land, and air throughout Jambudvīpa were entirely to attain human bodies, and if there were a person who instructed all these people, causing them to dwell peacefully in the five precepts and the ten wholesome deeds, the merit obtained would not equal that of a person who instructs a single individual and causes them to attain practice through faith.
