Furthermore, the Loutan jing and Avataṃsaka Sūtra say: 'The Dragon King Sāgara dwells at the bottom of the great ocean north of Mount Sumeru. His palace is eighty thousand yojanas in length and breadth, made of the seven jewels. The walls are sevenfold, with balustrades and nets adorning their tops. There are parks, groves, and bathing ponds where flocks of birds sing in harmony. There are golden walls and silver gates; the gates are two thousand four hundred li high and two thousand two hundred li wide, exquisitely painted. There are constantly five hundred spirits guarding them. He is able to bring down rain at will, surpassing all other dragon hosts. The spring in which he dwells gushes forth into the ocean, possessing the colour of blue lapis lazuli.' Furthermore, the Sāgaramatinirdeśa Sūtra says: 'The Dragon King addressed the Buddha, saying, "From the beginning of the kalpa I have resided right in the great ocean. Since the time of Krakucchanda Buddha, wives and children in the great ocean were extremely few; but now the sea dragon’s retinue is exceedingly numerous." The Buddha told the Dragon King, "Those who went forth in the Buddha's Dharma, violated the precepts, yet did not abandon straight views and did not fall into hell—those of this sort, after their lives end, are all born among the dragons." The Buddha told the Dragon King, "In the time of Krakucchanda Buddha, nine thousand eight hundred million laypeople and monks who went forth violated their precepts, and were all born among the dragons. In the time of Kanakamuni Buddha, eight thousand million laypeople and monks who went forth broke their precepts and indulged their minds; after their lives ended, they were all born among the dragons. In the time of Kāśyapa Buddha, six thousand four hundred million laypeople and monks who went forth broke their precepts, and were all born among the dragons. In my own age, ninety-nine thousand million laypeople and monks who went forth wrangle, dispute, and slander the scriptures and precepts; upon death they are born among the dragons, though some have already escaped. For this reason, the wives, children, and retinues of the dragons in the great ocean are beyond count. After my nirvāṇa, there will be many bad upāsakas who violate and forfeit their precepts; they shall be born among the dragons or fall into the hells."
