67.36

第十四復有眾生。常為獄卒桎梏其身不得免脫。何罪所致。佛言。以前世時坐網捕眾生。籠繫人畜。飢窮困苦。或為宰主令長。貪取財錢枉繫良善。怨酷昊天。不得縱意。故獲斯罪。

Fourteenth, there are also sentient beings whose bodies are constantly shackled and cangued by hell-wardens, unable to escape. What transgression caused this? The Buddha said: In their past lives, they netted and trapped sentient beings, encaged and tied up humans and animals, plunging them into hunger, destitution, and distress; or, serving as magistrates and district heads, they covetously seized wealth and wrongfully imprisoned the good and innocent, making them lament bitterly to high heaven without obtaining their freedom. Therefore, they incurred this retribution.
