67.37

第十五復有眾生。或顛或狂。或癡或騃。不別好醜。何罪所致。佛言。以前世時坐飲酒醉亂犯三十六失。復有癡身如似醉人。不識尊卑不別好醜。故獲斯罪。

Fifteenth, there are also sentient beings who are either insane or mad, foolish or dull, not distinguishing good from bad. What transgression caused this? The Buddha said: In their past lives, they drank alcohol until intoxicated and disorderly, committing the thirty-six faults, and further possessed dull bodies resembling drunken persons, recognizing neither high nor low, and not distinguishing good from bad. Therefore, they incurred this retribution.
