汝見肉索者。是地獄人。迦葉佛時。是出家人。捉眾僧索私自己用。故墮地獄。作大肉索火燒受苦。至今不息。

The flesh rope you saw is a denizen of hell. In the time of Kāśyapa Buddha, he was a monastic. He took the rope of the sangha for his own private use. Therefore, he fell into hell, where he became a great flesh rope burned by fire, suffering pain without respite even to this day.
