The commentary states: The preceding explanation of the places where various sinful actions arise based on the bodies of ordinary beings is now concluded. If one discusses noble ones such as srotāpannas and so forth: when emerging from meditative contemplation and lapsing into unmindfulness, they may potentially give rise to mental, slight unwholesomenesses, generating bad wishes and so forth. For those who still possess the fetters of desire, although covetousness and ill will are strong and somewhat resemble those of ordinary beings, they can only directly give rise to covetous desire, ill will, and pride; they do not further deliberate to give rise to a mind of wrong view, nor do they give rise to the intention to kill, steal, and so forth. If one relies on the Abhidharma, they may commit slight unwholesome karmas such as striking with fists among their associates. If one relies on the Tattvasiddhi-śāstra, even if an unwholesome thought moves body and speech, it does not constitute karmic retribution.
