The Commentary states: When the Dharma Master has ascended the seat and the pāṭha and offerings are completed, he is about to expound the Dharma essentials for the great assembly; relying on the empowerment of the Holy Ones, he is then able to preach and explain. The great assembly simultaneously directs their minds to entreat the Holy Ones for their empowerment. Both the ordinary and holy assemblies of speakers and listeners throughout the ten directions are empowered in their mind of contemplation: inwardly augmenting superior wisdom, outwardly increasing eloquence, so that he can discern desires and know spiritual capacities, and what he speaks is free from error. Furthermore, listeners are empowered to hear respectfully with a single mind and without error.
