The commentary states: "One must not look at the previous text allowing an exception and drink indiscriminately. There must be genuine, severe illness on the verge of death, where prior treatment with other medicines has all failed to cure it, and only when liquor must be blended to achieve a cure is it permitted according to the preceding passage. Recently, one sees ignorant persons, physically strong and rushing about every day, who do not follow the etiquette of the community; upon the slightest minor ailment, they indulge their greedy desires, do not protect their path of practice, and falsely cite the sūtras and Vinaya saying: 'The Buddha permitted various decoctions, medicines, fine robes, and superior garments to be offered to the Buddha and the Saṃgha.' Using public matters for private ends, they deceive both clerics and laypeople. Therefore, wise persons guard the precepts like their very lives, not daring to violate them."
