11.21

依十善分別者。如毘曇論說。於彼地獄趣中。唯有意地三善業道。然但成就而不現行。北方亦同。自餘一切皆具十善。文顯可知。

Distinguishing according to the ten wholesome actions: as the Abhidharma treatises say, in that hell destiny there are only the three wholesome paths of action of the mental ground, but they are only possessed and not actively manifest. The northern continent is likewise. All the rest fully possess the ten wholesome actions, as is clear from the text and can be known.
