2.20

又諸法勇王經云。閻浮提中。所有水陸空行眾生。盡得人身。若有一人教是諸人。令其安住五戒十善。所得功德。不如有人教誨一人令得信行。

Furthermore, the *Sarvadharmagahanaviśuddhavirājadharma-sūtra* says: "If all the sentient beings on water, on land, and moving through the sky within Jambudvīpa were entirely to obtain human bodies, and if there were a person who instructed all these people, causing them to dwell peacefully in the five precepts and ten wholesome deeds, the merit they obtain would not be as great as that of someone who instructs and admonishes a single person, causing them to attain faith and practice."
